A similar situation has occurred in Texas. Houston Chronicle columnist Dwight Silverman covered it back in July 05 (http://blogs.chron.com/techblog/archives/2005/07/heres_why_sbcs.html) and again in November (http://blogs.chron.com/techblog/archives/2005/11/should_the_city.html).

Not the first time a utility has tried to use the Legislature to curtail competition!
