It seems like they could construct a deep canal to the Missisippi through the lower areas and use the sand to elevate on either side of it. That would help get the water of a flood out into the Gulf faster and if they had a deep canal leading to a better protected port a few miles inland they might stir up some industry.

as imaginative as the whole idea is, this falls far below recreating the 7 hills of Rome,, it's more like the construction of seamounts,,
